This 2020.08.18.4 release addresses some addtional issues in the state channel client. It simply
consists of 4 commits backported from a state channel fixup branch:
- Safely get num_dcs for a state channel
- Use a queue for pending packets in state channel client
- Don't send on channel until banner; avoid redundant sc broadcasts
- Don't loose packet ordering on the client side

We have been betaing 2020.08.18.4 and its prior tags throughout the day and will be releasing it
