Bugfix Release for Snapshot OOMs and State Channel Lifecycle Issues

This 2020.08.10.0 release fixes an out of memory issue encountered when computing blockchain snapshots, especially consensus members, which has been leading to the rough block times over the weekend. Additionally a couple state channel issues have been identified and fixed as well.
