This release lands a bunch of work (4000+ lines of code) to enable state channels v2. This release lays the ground work to start charging and accounting for data credits to move data across the Helium network.

Plan
A 2020.07.17.0 release was deployed to the beta group the evening of Friday the 17th PST. Chain
variable activation to switch to v2 channels is scheduled to happen tomorrow (21 July). After
testing over the weekend we expect to release this to GA around 11:15AM PDT Monday morning July 20.
