Cleanup Work for On-Chain Routing Work

This release is a follow up release to 2020.05.11.0 and 2020.05.12.0 which corrects some bugs we'be observed preventing state channels from opening and fixes some scalability issues that were affecting packet routing.

Plan​

A 2020.05.14.0 release was deployed to the beta group the evening of Thursday the 13th PST. It ran overnight and we release it to GA shortly.
